These men are appointed chief in a time of crisis and they led the men into battle in times of war.
These men continued to rule over an area because of the power and status they earned in their victorious battles. Lugal became a common word for ruler or leader and time continued to evolve in its meaning. The change meant new responsibilities for the Mesopotamian title such as settling disputes, military defense, and cultural and ceremonial activities. It became a hereditary title and passed from father to eldest son. The term evolved again because stronger leaders emerged over time and took over larger areas. Lugal came to mean more than just a leader and became the common term for king or sovereign.
